- China expresses regret over U.S. controls on hi-tech exports

The Chinese government on Tuesday expressed great regret and serious concern over the decision of the United States to impose new restrictions on high-technology exports to China.
The new rule, which imposes new licensing requirements on more exports to China and creates the 'validated end-user' program, will 'increase the costs of high-technology and strategic trade between the two countries', the Ministry of Commerce said on its website.
'It is inappropriate and against the cooperative spirit for the U.S. to issue the new regulations without fully consulting China,' the ministry statement said.
'The unreasonable barriers to and preconditions for normal bilateral trade are not in line with the interests of the enterprises in both countries,' it said.
'They will undermine China's efforts to expand imports from the U.S. and run against the well-balanced development of bilateral trade.'
The U.S. would be responsible for the negative outcome and China retained the right to make further comment and take responsive measures, it said.
The new export control list announced by the U.S. Commerce Department on June 15 includes aircraft and aircraft engines, underwater cameras and propulsion systems, avionics and inertial navigation systems, certain composite materials, lasers, depleted uranium, and some telecommunications equipment for space communications or air defense.
The U.S. Commerce Department said these items could contribute to China's military modernization.
