THE government has issued measures to supervise and approve the fixed prices and costs of property services, for trial implementation.
According to the measures, jointly issued by the National Development and Reform Commission (NDRC) and the Ministry of Construction, property service costs include employment costs, daily usage and maintenance of public zones and community facilities, tree and flower plantation, cleaning, order keeping, public liability insurance, business costs, shared costs of property management, permanent assets depreciation, and other costs issued by property owners.
In addition, the measures to be effective Oct. 1, 2007, set standards to examine and verify labor union costs, employee training costs, housing accumulation fund and other expenses.
Undefined costs should be consistent with the socially accepted medium price.
The supervision of cost pricing of property services should be based on audited annual financial reports and original vouchers, as well as other authentic, complete and valid financial materials.
