    Shenyang, in Northeast China's Liaoning Province, is gearing up to revitalize its industrial base, once considered the cradle of China's modern industry and the main source of coal and steel that supported the country for decades.

    Officials from the city held an event in Shanghai on Tuesday to highlight some of the new projects in the pipeline for the Shenxi Industrial Corridor, the home of much of the old industrial base. The goal was to attract investment to the area.

    'We are offering great projects, preferential policies and comprehensive services,' Chen Zhigao, Shenyang's Party secretary, said at a press conference.

    More than 10 million square meters of land are available for development in the corridor; shares of 13 major State-owned enterprises (SOE) have been placed on sale and industrial parks are keenly awaiting investment, he said.

    'The 13 SOEs, which include Shenyang Machine Tool (Group) Co, Ltd and Shenyang North Heavy Industry Group, occupy 2.4 million square meters of land altogether, and their owners' equities add up to about 4.5 billion yuan (581 million U.S. dollars),' Chen said.

    'The three largest ones, Shenyang North Heavy Industry Group, Shenyang Blower Works Group and Shenyang Electric Machine Co Ltd, have assets worth 4.5 billion yuan. And the land we are offering for development occupies key spots in the corridor,' he said.

    'What's more, we are providing preferential policies, including speedy approvals for projects, tax refunds and government aid.'

    However, heavy polluting manufacturers are strictly banned from operating in the corridor.

    As the biggest industrial city in Northeast China, Shenyang has been an industrial center for about 70 years. But economic reform and development have phased out many of the industries that once thrived there.

    In 2002, the authorities released a plan to revitalize Shenyang as a industrial center.

    'We have been promoting the industrial corridor since then, both within the country and abroad,' said Han Xianyu, deputy director of Shenyang Economic & Technological Development Area Office of Project Administration.

    Han said city officials had had been on promotional tours to Belgium, Germany, Australia, Japan and South Korea as well as major cities in the Yangtze and Pearl River deltas.

    'We are hoping more foreign investors will come to participate in our industrial re-development,' Han said.

    To date, there are more than 1,800 manufactoring operations in the industrial corridor, and 85 per cent of them are joint ventures.
