CHINA'S urban fixed-asset investment rose 30.7 percent in October from a year earlier, up from the 24.8 percent annual growth in September, according to the National Development and Reform Commission. Money earmarked for new projects, an indicator of trends, increased 26.5 percent in the first 10 months, the highest this year, the NDRC said in a statement on its Web Site.
