- China's police to open to civilian staff

Chinese police are to employ civilian staff for administrative posts and posts that are not security sensitive, said an official with the Ministry of Public Security on Tuesday.
Posts for software programmers, traffic assistants and secretaries would be opened to civilians, said Li Minzhen, deputy director of the ministry's Personnel and Training Bureau.
All the civilian posts would be auxiliary jobs or require special skills.
However, the practice must win approval from central or provincial authorities in charge of civil servant affairs before implementation.
'It would allow us to save limited police resources and make better use of social resources,' said Li.
The ministry has also demanded that the recruitment of local police be centralized within each province, municipality or autonomous region.
Only provincial civil servant management authorities have the right to hold enrollment exams for county-level and above police bodies, under a regulation that went into effect early this month.
It also requires personnel to pass the appropriate exams before transferring to a new post or receiving a promotion.
