Beijing's floating population are expected to start enjoying the same health care rights as local residents this year, as a new residence policy receives the scrutiny of local authorities.
Beijing-based newspaper, Beijing Daily Messenger, reports that the city's public security departments have started research on the feasibility of the new policy and that, if approved by the municipal government, the policy will be implemented in the second half of this year.
Beijing Police Station's Population Administrative Office Director Miao Lin has said that under the new policy, a new residence certificate will be introduced, granting the floating population greater convenience in gaining employment, medicare, employment of their children, house rental and purchase, and so on. The new certificate will also replace the current temporary residence card.
According to the figure released by the Beijing Bureau of Statistics, the floating population of Beijing had reached 3.5 million by the end of 2005, accounting for about one quarter of Beijing's total population.
The new policy is expected to streamline census management and help push forward household register reforms.
