- U.S. slaps duties on China glossy paper

THE U.S. Commerce Department said Thursday it was imposing additional preliminary duties of up to 99.65 percent on imports of glossy paper from China, on top of earlier, much smaller duties that already have caused friction.
The decision came in the second of two cases brought by NewPage Corp. against imports from China, South Korea and Indonesia. The paper is the type used in art books, high-end magazines, textbooks and annual reports.
In the earlier case, the U.S. Commerce Department announced March 30 it was reversing a long-standing policy by setting preliminary 'countervailing duties?of up to 20.35 percent on glossy paper from China.
The Chinese Government immediately demanded the United States reverse that decision, which it believes is unfair because of the way China is still classified under U.S. trade remedy programs.
U.S. imports of glossy paper from China increased 166 percent from 2005 to 2006 to an estimated US$224 million. Over the same period, they increased 13 percent from South Korea to an estimated US$362 million and 87 percent from Indonesia to an estimated US$50 million, the U.S. Commerce Department said.
