THE city's labor authority vowed Thursday that it would ensure 2,500 companies sign collective contracts with workers this year, as part of an effort to reduce worker-employer disputes.
'We will try to make sure 2,500 companies sign collective contracts within this year,'the municipal labor and social security bureau said in a work plan disclosed at a press conference Thursday.
The bureau will help representatives of workers at three to five foreign-invested companies negotiate with their employers on specific topics, the press conference was told.
The collective contracts, or group agreements, are signed between trade unions or other labor representatives and companies. They are not compulsory for employers, but the labor and social security bureau has been encouraging such contracts to protect the rights of workers.
'Employers usually hold a stronger position over labor issues. It is hard for a migrant worker to talk with the management. With the collective contracts, we hope to establish a communication channel between the employers and the workers, and to avoid drastic conflicts,'said bureau spokesman Li Tao.
The bureau hopes the signing of the collective contracts will help it reach its target of '92 percent of workers in the city having work contracts by the end of this year.'
Last year, about 6.2 million workers, or 92 percent of the working population, signed labor contracts. 'But the figure may be changing every year, because workers keep coming and leaving,'said Li.
Shenzhen started to encourage collective contracts in 1994. Up to now, about 32,000 companies have signed such contracts.
