- Subsistence allowance system to help urban, rural Chinese

The Chinese government is establishing a subsistence allowance system, which has already benefited 22.33 million urban and 13 million rural poor people, said a senior civil affairs official.
Li Liguo, vice minister of civil affairs, said the urban monthly subsistence allowance standard rose from 162 yuan to 169 yuan in 2006, with the central government allocating 13.6 billion yuan (1.7 billion U.S. dollars) and local governments also funding urban minimum living standards.
By the end of last year, more than 2,400 counties of 24 provinces had established the subsistence allowance system, benefiting more than 13 million rural poor.
In the areas where the subsistence allowance system had not reached, a special assistant system had been launched and covered 7 million rural residents, said Li.
Government officials at a central agricultural work meeting in December last year decided to expand the subsistence allowance system in rural areas.
Li did not mention the specific subsistence allowance standard for rural poor, whereas said the rural and urban minimum living standards are different.
