Economic revival has become a big national concern for China. The successful blast-off of the lunar probe Chang'e I is a reflection of the country's strength and economic resurgence, to some extent.
President and CPC General Secretary Hu Jintao pointed out in his report to the 17th National Congress of the Communist Party of China that: 'Enhancing the ability of original innovation and building an innovation-oriented country' lies at the core of China's development strategy and is the key to improving overall national strength.
Innovation, which is President Hu's point of emphasis, aims to create and strengthen China's 'soft power', in the sphere of the national economy and industrial development.
The 'soft power' of a country refers to technology and innovation that identifies the entire nation while the 'soft power' of an enterprise includes core technology, national standard and brand equity.
A nation with 'soft power' possesses the capacity to rise above others; an enterprise with 'soft power' possesses the capacity to lead the industry and set the rules of the game.
Currently, most of China's national enterprises are still in the lower stages of the industrial circle and depend on foreign core technology. However, by developing technology like that used in Chang'e I, and nuclear technology in civilian use, China's telecom industry star TD-SCDMA carries the mission of national development forward and leads the international market with its advanced telecom technology.
Telecom revival
The developmental chart and history of evolution of the telecom industry serves as a case study of how a nation develops its technology. From the experience of South Korea's development of its 3G services, it can be seen that growth in telecom technology takes place simultaneously with a nation's development. Only 20 years after the invention of CDMA, the technology took root in South Korea, and a lot of leading modes of service and operational development came into being at the same time. This led to the rise of some leading companies in the industry, such as Samsung and LG. In late 2003, South Korea introduced its WCDMA 3G service, which was a huge success.
China's telecom industry has also experienced a 'revival'. In the year 1987, simulated cell mobile communicating system - the first generation of mobile communication technology - was introduced in the nation. In 1994, China Unicom and China Telecom (today's China Mobile) successfully employed the second digital mobile communication standard - GSM. Though mobile communication technology has developed dramatically, China also incurred huge economic costs in the development of the first and second generation mobile communication technology, as it lacked its own technology standard
The real rejuvenation of China's telecom industry started with the development of the country's 'soft power'. In the late 1990s, Datang Telecom Technology Co Ltd (DTT), representing China's telecom industry, presented the 3G standard with proprietary intellectual property rights - TD-SCDMA - to the International Telecommunications Union (ITU) in Geneva, Switzerland. This technology broke the long-term monopoly of the West in setting the international mobile standard. The standard was accepted by ITU in 2000, and became one of the main international 3G standards.
The PT/EXPO COMM CHINA 2007, held in Beijing between October 23 and 27, was a kind of comprehensive exhibition for the TD-SCDMA industry, from the chip to the terminal. The core group of DTT-DATANG mobile has successfully deployed TD-SCDMA web construction and value-added services for China Mobile, China Telecom, China Unicom and some overseas carriers.
DTT has participated in the construction of TD-SCDMA testing web in South Korea, as well as worked with Hong Kong Wireless Technology Industry Association (WTIA) and Hong Kong Wireless Development Center to build a TD-SCDMA experiencing center, through which both sides will fully cooperate in TD-SCDMA development.
TD-SCDMA has great potential. Its development will bring a strong demonstration effect, and form a huge industry group with proprietary characteristics, which will help China's hi-tech industry realize its 'catching-up' strategy.
Some experts forecast that the value of China's 3G market will reach at least 1 trillion yuan. Considering the demonstration effect of the industry circle, TD-SCDMA is expected to contribute 18 trillion yuan to China's gross domestic product.
Blast-off into the future
In the past two decades, China's mobile communication industry has grown to become a telecom giant that can take on any opponent around the world. It has also become a leading component of the national economy.
The progress of China's telecom industry has reduced the gap between China and the world. The evolution of TD-SCDMA industrial groups demonstrates the spirit of the nation.
However, getting its voice heard in the international 3G industry is just a minor milestone for China. The WiMAX 802.16e has recently become the international 3G WMAN standard.
Chen Shanji, vice chief engineer of DTT, said that under a market economy, competition is always the hottest topic.
'From TD-SCDMA to HSPA TD MBMS to TDD LTE, DTT has the technological advantage in the TDD standard. Thus, the company will lead in 4G competitions, which are based on TDD technology,' he elaborated
Honor roll
After years of painful efforts, DTT has notched up many achievements: establishing the CCSA HSDPA standard in 2005-06, finishing research on TD-SCDMA HSUPA in 3GPP and establishing the standard in May 2007, and also establishing the CCSA MBMS standard.
Working with some domestic companies and institutes, DTT solved the problems in TD-SCDMA LTE technology and standard in 3GPP, and by the end of this year, the company is expected to finish the LTE basic edition with its own core technology, which leads the world along with the evolution of WCDMA. The functions of the LTE basic edition are rated far above that of the WiMAX.
These achievements consolidate China's superiority in the TD-SCDMA intellectual property rights and will strengthen the advantages of China's telecom companies in the competition involving TD-SCDMA.
China has established a group of innovation technologies with intellectual property rights, which is being participated in and gradually accepted by more domestic companies. It will help China lead in the 4G standard based on TDD.
With cooperation between domestic carriers, TD-SCDMA manufacturers, research institutions and universities, China will consolidate its advantages in TD-SCDMA technology and standard, said Chen. The country has established its dominant status in the TD-SCDMA LTE long-term technology and standard, and created a group of innovation technologies in 4G technology and standard.
The success of TD-SCDMA 3G industrialization and the rapid growth of 4G demonstrate China's 'soft power' globally, and help bring hi-tech into the lives of everyone in China.
